Problems creating DB

I followed instructions , everything succesfull up until rake
setup
it reads :
Rake aborted could not find gem rails in any of the gem sources
./home/myadmin/public_html/openconferenceware/rakefile:4:in require
Any ideas? Im getting pretty desperate
Rails -v = rails 3.0.0
gem -v = 1.3.7
ruby -v = ruby 1.8.7
