For some reason when my collar is locked I lose my radar and my titles
above everyone's head and unsure why. Is this a setting that is in the
menu or how do I reset this without bumping my owner?

Yes, there are RLV restrictions that would result in what you are
seeing, they are reachable somewhere in the collar menus.
But you can clear all restrictions in one go with the collar command
"clear" (either <prefix>clear in chat, or "RLV" submenu, then
"*Clear*"). Primary owner privileges are needed.
