Inquiry about Cognitive API

Has any additional progress been made on this? I saw this listed on the OpenCog "ideas" page, and I believe it would align well with my interest in interactive agents (chatbot or 3D avatar).

My background is as a C/C++/Java developer with some creative tendencies. At the moment I'm reading Part I of the engineering book to get a high-level understanding of the OpenCog architecture and terms.
