Dear Mr. Hoffman and Ms. Wood,
I appreciate the time that you listened to my comments during the
December 6th public meeting about the adequacy of the transportation
planning process on Cape Cod as part of your 4-year Certification
Review of compliance with federal regulations under the U.S. Dept. of
Transportation FHWA and FTA).
Since I was the only member of the public at that meeting, you may
remember that I used a "360" video-camera to make a record of that
meeting. To remind you of what I and you said (along with and others
on the Review Team), you may want to review the video

In addition, I would ask that your Review Team address the adequacy
of the actions made in response to the "recommendations" of the
previous Certification Review (2014) for Cape Cod. (Sorry, I don't
know if there is a link to it.)
As a former federal auditor of internal management at five agencies
(including one under DOT), I am somewhat amazed that the U.S. DOT
does not have a standard methodology for determining regulatory
compliance by a state's DOT with the DOT-required "Public Involvement
Plan" for the local part of the regional planning process, i.e. the
part that is of the most interest to citizens.
