Multi-Link VPN Using OpenBSD

Hello:

I am wondering if there is a possibility to use OpenBSD's IPSEC
implimentation to multi-link multiple locations (subnets together)
without all those locations connecting to a centralized port. Each
location's gateway would open up a single tunnel simultaniously to
each other gateway, and visa versa. The real world use for this is to
be able to route IPX traffic over the public internet securly without
having to connect to a centralized point, considering none of these
points actually have enouph bandwidth to serve as such.

Also, is there a windows client that anybody is aware of that is
capable of doing the same also?

Im trying to connect these multiple sites which all have various
operating systems acting as gateway's (OpenBSD, Linux 2.4, Windows
2000), but I want to see if I can get multiple tunnels open using
OpenBSD and Win2k.
