Error in 3.5.1 when trying to save options

I can't get past this error.  Removed/reinstalled plugin.  Checked .htaccess and file permissions, all is fine there.  Tried to click "Show Error Details" but when clicking Save Settings it immediately throws:

Forbidden

You don't have permission to access /<MYSITE>/wp-admin/options-general.php on this server.

Additionally, a 403 Forbidden error was encountered while trying to use an ErrorDocument to handle the request.


I changed Template 1, that's all.  Trying to save it.


also, here is something odd that could give a clue.  In trying to get past this error I manually edited openbook_constants.php line 20 define('OB_OPTION_TEMPLATE1_VAL  and it worked, because the Options page in Wordpress shows my edited template.   However when editing a Post, click the OpenBook button in visual editor, pasting a ISBN and selecting Template 1, the Preview and Insert do NOT show my template, but instead the installation default.  Why?  Even though I uninstalled and reinstalled the plugin, are there settings in the database somewhere that are overriding my edits to openbook_constants.php ?
