Make error on Cygwin

Hi, Xianyi
When i make makefile on cygwin, an error occurred. Plz help me. THX
make: perl: No such file or directory
make: *** [Makefile.prebuild:53: config.h] Error 127
Makefile.system:1397: Makefile.: No such file or directory
make: *** No rule to make target 'Makefile.'. Stop.

On cygwin the latest Openblas version 0.3.18 is already available
as package:
https://sourceware.org/pipermail/cygwin-announce/2021-October/010237.html
Any reason to build Openblas by yourself and not use the available package ?
