Openblas does not pick up fortran from abs path

Dear all,

As of 0.2.17 

make CC=clang FC=/abs/path/to/gfortran

fails to pick up the fortran compiler.

I would be happy to use CMake. But then NO_SHARED=1 and USE_OPENMP=1

does not seem to have their equivalents in CMakeList.txt .

It would be good if Openblas would have a proper support to CMake build without a

experimental disclaimer.
