Track deleted work ids in the snapshot

Hi All,

We're doing some cleanup of non-scholarly records that shouldn't be in OpenAlex. To support that, we've added a deleted_ids.csv file to the works portion of the snapshot. It lists the ID and date of every work removed from OpenAlex. It's cumulative, so you can simply remove those IDs from your copy of the data.

It's in every daily snapshot now, and the free public snapshot will include it starting with the next quarterly release. Documentation is here:
