OA status inconsistencies

Dear community, 

I detected some inconsistencies in the open access discovery metadata in OpenAlex, and in Unpaywall ; OpenAlex and Unpaywall not being always inline.

That seems to affect green open access, so that may be related to Ivo's message sent last week.

First, 890k works appear closed access, but with a full text in a repository.

https://api.openalex.org/works?filter=open_access.is_oa:false,open_access.any_repository_has_fulltext:true

Also, for Open Access monitoring, we have historically using Unpaywall. But Unpaywall and OpenAlex are sometimes not inline, for example

https://api.openalex.org/works?filter=10.1007/s00205-022-01831-y appears open in OpenAlex

but is closed according to Unpaywall https://api.unpaywall.org/v2/10.1007/s00205-022-01831-y?email=unpayw...@example.com

I suspect, somehow, there might be some trick around green OA. Any hints or insights is more than welcome !

I will be carefully reading this shortly but thought it might be something we could look at in tandem.
