"Cites" count not "Cited by"

Hi,

I was looking at the record level data and I am a bit confused by the "Cites" count. It doesn't equal the number of references in the article (if you link to the HTML you can compare). What is the "Cites" counting? And if it is the references in the work then why is it lower than it should be?

Here's an example:

https://openalex.org/works/w3092589413

"Cites = 18" --> from OpenAlex

but in reality there are 32 references

I probably have a cascade of follow-up questions but I'll leave it there for now.

`cites` refers to, if I am not mistaken, to the number of references - correct. But only the references which are found in OpenAlex. So there are 32 - 18 references, which are not in OpenAlex.

But what is more interesting: on the site which opens when you click on the `18` in cites, shows only 10 references, no second page, but in the stats section on the right, it says 18. If I change the records per page to 100, I see all 18.

So there seems to be a bug in the UI?

It's weird! The links for "Cites: 18" and "Cited by: 5" go to

https://openalex.org/works?page=1&filter=cited_by%3Aw3092589413

respectively, so they are swapped for some reason.
