Iceland airspace updates.

Not sure if the is the correct place to post updates, but here are the changes.

1. Swapped Reykjavik (BIRK) and Keflavik (BIRK) wrong description.

2. Sandskeið radio set to 119.000

3. Austursvæði Eastern added.

4. Removed - from airspace name. Eg BI-D12 is now BID12

5. BID12 radio set to 118.000

6. Removed BIR2 and BIR3

7. Added BIR60, BIR62 and BIP99

You can diff my updated openair file with the current openair-extend file to see the changes in more detail.

Thanks for the updated airspace data. The new data are now online.

I changed to CTR to "AC CTR" instead of "AC D"
