using the ACD routing without FreeSwitch , for Plivo and Twilio

We are working with Plivo and Twilio on Voice Applications but they don't have the ACD functionality and i want to know if i can use the ACD routing functionality of this project as a 3rd party module to our implementations that work with Plivo or Twilio services 

Can the ACD routing capabilities packed out of this project somehow ? would it be possible or easy ?

There hasn't been activity in the open source code for some time.

We've done quite a bit with the second generation in closed dev and would be willing to discuss.
