openDGN is not open

Hi:

Last week i tried joing to open-design-alliance to get advance of the
"OPEN" dgn format. Finally is not open in the sense of open software
else OPEN (for pay):

I say this because bentley talk about the advantages of the "open" DGN
format over DWG.
openDGN is like a mistery but the only place to get the libraries is
opendwg place.
