Which format?

Are we going to develop new format, or select from existing one and
contribute for that?

I am looking for format with with I can define civil engineering
problems as 3d solids, and from then should able to produce 2D
(orthographic projected) drawings (Plan, elevation, sections). Same
model may be used for other applications like estimation, code
checking, analysis etc.

Are there tools available for such job?

I seek your advice.
