OWF Board,
The OWF Legal Drafting Committee is seeking the Board’s formal approval of the attached Contributor License Agreement – Contribution Copyright Grant as an official OWF document. The Drafting Committee has also prepared the attached FAQ that provides additional background on the CLA, and which will be made available along with the CLA.
Unlike the Open Web Foundation Agreement (“OWFa”), which applies to functional specifications after they reach a final state and are published, the Copyright CLA applies to copyrighted works contributed to a specification while the specification is being developed. The Copyright CLA provides a license to contributor copyrights so that other contributors can freely use the contributions – and elaborate on them – in the community effort to develop the specification. It also prepares the way for participants to sign the OWFa for the “final” specification.
This Copyright CLA will form the basis of a series of future CLAs. In particular, the OWF Legal Drafting Committee is now working on patent grants to be incorporated into the Copyright CLA to create a "Patent+Copyright CLA.” Both CLAs are designed to lead to the same OWFa for final specifications.
As part of the drafting process, the Drafting Committee held a public review period and subsequently considered all comments received. The attached documents represent the Drafting Committee’s consensus position and there are no objections from any Drafting Committee members.

DeWitt, if you move to approve publication as an official OWF document, I'm sure one of us will second. A formal vote of the board (by email) would be appropriate to demonstrate our diligence.
It would also be nice for someone to schedule another board meeting. I know that some of us already have the drafting committee meetings scheduled Tuesday 12-1 PT, so perhaps immediately before or after one of those would be convenient? We may have a proposal from CC to consider soon, and a task force on "New Standards" I'm participating in at W3C that might be interesting to discuss. I'd also like to hear what has been going on with open web standards advocacy or any of the other budding tasks of OWF.
