[open-tran] Japanese version

Hi there,

I thought it would be cool to have japanese version of the site, so I
translated it.
I've uploaded it as open-tran_ja.tar.gz in the Files section.
The translation has been revised by native speaker of course :)

Please let me know if any changes or corrections are needed.

Hi Diana!

I just wanted to acknowledge receiving your e-mail. I was a little bit
busy the last days, but promise to deploy your version as soon as possible.

I will need a translation of the phrase "Translation suggestions".
Furthermore, I have noticed that the labels on the submit buttons have
not been translated.
