I am trying to develop a similar service (but a bit more ambitious):

from that link I reached

say that I am not sure if this is a translation service or a
translation memory service. Can you explain this a little more? Is the
tool already working? Is there code that we can look at? Which
programming language are you using?

We are (Pootle, Translate Toolkit, amaGama community) working to
extend amaGama to provide some of the services you mention, but we
didn't considered some of those to be useful (voting) or feasible
(crediting specific translators). amaGama code is available at
https://github.com/translate/amagama and we are about to merge a new
web UI that works on top of the amaGama JSON API. Our aim is to have a
server that provides results through its JSON API that can be consumed
by any other service or program, for example a web interface allowing
to query it (like Open-Tran), or CAT software like Virtaal or Pootle.
About the web interface our ultimate goal is to provide a flexible
query for translation memory and terminology.

The code is on GitHub: https://github.com/dashohoxha/B-Translator
You can also test it at: https://l10n.org.al/translations/search
Currently only French and Albanian translations are imported
but other languages can be imported as well.

In short, B-Translator is not just a translation memory service,
but also a translation service, and more importantly a feedback
collection system about translations (l10n translations),
which aims to collect feedback from a wide crowd of people.
(That's why I said ambitious.)

This seems like a nice a useful tool/service. It seems like a direct
descendant (and replacement) of open-tran. Maybe you can find these
scripts helpful (some of them are derived from the open-tran project):

Amagama seems almost what i'm looking for. Will start using it and spread it to my lang tema. It would be nice to able to see in what products terms and words were used also, kind of like microsoft lets you do here http://www.microsoft.com/Language/en-US/Search.aspx?sString=slider&langID=sv-se
Could it be possible in a future release?
