Open Source small group Web-Based Source Control Solution

Has anybody seen anything like this that is compatible with Visual
Studio.NET, for small groups? The ideal solution would work with SQL
Server or even file-based, and could be run on a shared-hosting site
for 2 to 4 developers.

I too have been searching for such a thing. The closes thing I've
found is the GotDotNet workspaces (which have recently gotten a
revision, so they're a bit faster).

There is an open source web service that can be used as a front-end to
Visual Source Safe (and other) repository here:

Is there a reason that would be a solution?

Right. The issue is, let's say you have a site hosted by XYZ Hotshot
ASP.NET Hosters. And you have a SQL Server Database there and (usually)
some sort of control panel (web based). Problem is, it's shared hosting
so you don't really have physical access to the desktop to install VSS
or any other software. You are basically restricted to your SQL Server
database and your IIS Applications to make it work.

Familiar with SVN. Once again, the issue is that it requires either
Apache or its own standalone "Server" to be running at the repository
side. A file-based deal with a web-services front end similar to
SourceGear Vault's API would probably be the most likely answer, but it
looks at this point like nobody's come out with anything like this yet.
