First DRAFT of whitepaper

Group readers and casual lurkers...

A first draft of the whitepaper has been distributed to core task
force members for review, editing, feedback, etc.

As a reminder of our publicly-stated process:

After the task force has chewed on the paper for several days, and
things have been revised, the whitepaper will be posted publicly here
STILL in DRAFT, with an invitation for full-on comment, feedback,
questions, etc.
