Delete ICS Form

When you create a new ICS form and save as draft or finalize,  There is no way to delete it.   I think there should be a way an admin could delete it or allow user to delete draft they have created.    I can switch a finalized form back to draft but no way to delete it.

For feature requests, opening tickets in GitHub helps with tracking... https://github.com/openises/TicketsCAD/issues There is a new issue button in the upper right corner.

That's a genuine design question rather than a bug fix, because ICS forms are operational records: deleting a finalized 214 is a records-retention decision, not a UI convenience. My instinct — drafts deletable by their creator, finalized forms admin-only and soft-deleted to the wastebasket with an audit entry, never hard-deleted.

Added to the roadmap and a feature request.
