3.31A Always in NO MAPS MODE

I finally got most of the 3.31 version to work.

However no maps show up at all and I cannot figure out why.

worked fine in 3.30 but when upgraded to 3.31A no luck.

What at I missing?  has to be something simple.

If you can send a dbdump to shoreas[AT]gmail[DOT]com I will load that up in my testbed for a look.
