Disable latitude and longitude when starting a new incident

Is there a way to disable latitude and longitude plus street number from having to be populated in the new incident screen? The ambulance service I am setting this up for does not do any 911. They just do non emergency transports from facilities.

I believe there is a setting under configuration for geo disable.  Allow nogeo should be 1 I think. Should allow to populate with out map cord and map pin.
