Is the problem that the cameras aren’t uniquely identified or PHD2 doesn’t use the one you select?

I know about the button. It just doesn't always work. I spent 30 minutes the other night, desperately trying to switch cameras with no luck. I could switch between them in Nebulosity, but not in PHD2.
I don’t know if this point was covered, but I have 2 zwo cameras and here’s how I avoid that
I set up PHD and SGP properly once, and make sure the correct cameras are attached to each program
I always connect SGP to my main imaging camera first.
Then I connect PHD (or have SGP connect) that way there is always only one camera available
