to Open PHD Guiding
does PHD2 have the ability to compensate for rotation or do I have to recalibrate whenever the angle changes?

You have PHD2 connect to the rotator in its hardware connection window. PHD2 will then monitor the rotator's reported angle for changes and adjust its existing calibration model accordingly. The connection option for rotators can be seen by prettying the "More Equipment..." button on the hardware selection window. Select your rotator's ASCOM driver and press connect.
