This is probably a bug in the ASCOM driver, as you say, or perhaps a problem with the serial-USB connector you’re using to connect to the mount. The error is being reported from the ASCOM driver and is simply being percolated up to client apps like PHD2 and SGP. If you want to trouble-shoot this during the day, you can use this diagnostics tool, it will let you issue ASCOM pulse-guide commands without needing PHD2 or a guide star:
