Assuming you are connecting to the right camera in the first place, the problems nearly always turn out to be USB or driver-related. Fortunately, most of this can be investigated during the daytime using the trouble-shooting guide."
Have you done any of this? One of the first recommended steps is to update PHD2 to the latest dev release which is now 2.6.13dev8. This is important because the camera manufacturers update their software over time and PHD2 may need to be updated to remain in-synch. Looking at the web page for our dev releases and the various release notes, I can see there was an update to the SvBony camera software back in January. You're still running on the original 2.6.13 baseline release which pre-dates that, so you should update PHD2 as the first step:
