iscsi will not start

I have been trying to debug some problems with my iSCSI initiator and in the process I think I have broken it.
Neither iscsi or iscsid will start and to boot their are no messages being issued or logged. 

I will issue a service iscsid start and it will return without problem and if I check the status it will appear as stopped.

What could be going on?

This is on Redhat RHEL 6.2 and I had it previously working...

In RHEL 6 the initiator service does a delayed start. If you do not have
any targets setup to log into then it will just look like it started but
the iscsid daemon and modules will not be loaded. When you first
discover a target then it will be started.
