[Package update] Faster downloading of OGB-LSC datasets

Hi everyone,

From package 1.3.1, we host all the LSC datasets on AWS so that everyone around the globe can enjoy faster downloading of our huge datasets. Please update your OGB package especially if you are planning to download the datasets. 

We sincerely acknowledge DGL Team for helping us host the datasets. DGL also makes its own OGB-LSC baseline code publicly available. Please check it out!
