Please note that public consultation on Ireland's Draft second National Action Plan closes this Wednesday 30th November at 5pm.

Thanks for the update Vanessa. 

We'll ensure any comments left via the open discussion documents on the Draft NAP provided a here and  here  will be included as a submission to the OGP Action Plan on behalf of citizens and civil society.

Important Callout: Insufficient time for citizen engagement

One important callout I'd like to repeat is that there was a timeframe of only 8 working days provided for civil society and citizens to fully comprehend and comment on the draft when it took DPER and a fully mobilised team 1 month and a half to draft the plan. 

The limited timeframe for reviewing the results does not allow for an adequate assessment of all sections of the Draft plan and presents a considerable curtailment of appropriate citizen engagement. We have not received a statement on this issue so far and no suggestion as to how this can be remedied or else appropriately highlighted in the Foreword of the OGP Action Plan.

There has been inadequate to no co-creation on the timeline of the OGP Action Plan preparation between public service and citizens/civil society. This would need to be reflected in the plan in order to provide a correct picture of the process to date.

After DPER accepted that the previous consultation was too short and included basically nobody who couldn't afford hundreds of euros to participate, and failed entirely to even be available at all to persons with day jobs or who don't live in the immediate vicinity of Dublin, it has responded by

1)  Making this one even shorter and

2)  Failing to have any consultation meetings open to persons with day jobs outside Dublin, and
3)  Failing to have any consultation meetings which anyone outside Leinster could possibly have attended without a 6-hour round trip and a hotel booking, and

4)  Failing even to bother having any discussion or participation *at* the pointless cliquey "consultation meetings", and

5)  For a second time failing to match a list of suggestions presented from outside government to the bullshit list of nonsensical non-commitments laughably described herein as an "Action Plan".

The reason for point 5 is obvious -- the Fake Action Plan contains *nothing* from civil society and the list would be blank.

My sole engagement in this process henceforth will be to engage only at a supra-national level to lobby for Ireland's ejection from OGP on the grounds that my government is engaging in outright fraud with an international body.

But hey. By all means, all of you should carry on helping these liars pretend there's a consultation going on by engaging with it at all even though there is transparently no point whatsoever in doing so.

Pro tip:  "action plan" line items which can be rephrased as "we will follow laws already on the Irish statute book" or "we will do something that we are compelled to do already by EU directives" are NOT OPEN GOVERNMENT ACTIONS.  Take those out and three entire sections of this ridiculous document would no longer exist at all.

much appreciate your commentary, I could not have put it into better wording. 

We have been advocating means to address these points for a while now, it would be a real step forward to finally set out very clear actions and actually go do these to address all of the points below within the Citizen Engagement section of the action plan. Without it, interest will soon dwindle.

For anyone who finds it easier to just jot their comments, feedback into a word like document - we will be collating these also and submitting to the draft action plan.
