The default configuration for sending out emails uses PHP sendmail.
You can configure the SMTP settings, as Ilan recommended and then it
will use an external server to send out the emails. I'd check the API
logs when you are adding a user and see if it logs an error when it is
sending out the email. The API logs on an Ubuntu install are located
here: /var/logs/dekiwiki/deki-api.log. The email for new
registrations should be instantaneous. Let me know if you have any
other issues with the configuration or questions about it.
