Richard,

There are Python bindings using swig in the DNP3 library. The main building instructions include the --with-python flag, here: 

https://github.com/gec/dnp3

Note that this allows you to use the DNP3 master stack from Python to connect, receive data and issue controls, but isn't as useful if you want to send particular DNP3 protocol fragments for testing purposes.
