Is it possible to do DNP 3.0 through telephone cable?

Dear experts,

Normally we implement DNP3.0 via TCP/IP or hardwiring (RS232 or RS485 cable).

But my client wants to implement the following configuration:

DNP 3.0 Slave --> Hardwiring (RS232 Cable) --> Bell 202 Modem --> RJ11 Telephone Cable --> DNP 3.0 Master.

So basically they want to transfer information by DNP3.0 via telephone cable.
(by converting serial signals to telephone signals)

Based on your experience, is it possible to do that?
