In the past, I've found that using bounties was a good way to motivate
and recruit talent. Essentially, you specify things you want {or want
done} along with whatever reward your willing to give upon receipt/
completion. If you summarize these up on a web site, it makes it easy
for new or existing talent to see not only what is currently wanted,
but also "what's in it for them."
This worked quite successfully for the libsecondlife project and the
old bounty page is still available at

Each bounty is briefly described, usually along with a short list of
requirements. A point of contact is given, along with the bounty
reward they are offering. If you want something completed, and you
see someone else has already put up a bounty for it, you simply add
yourself to the description and specify what your additional reward
is, along with any additional requirements you have.
As with the libsecondlife bounty page, you don't need any complicated
programming -- a simple wiki page works great. We simply used the
honor system for people to pay up when bounties were completed and we
never had any problems. In most cases the bounties for libsecondlife
were provided as linden, but there were cases where the bounties were
done as USD and completed via paypal as well.
