Work on Campaign Finance and Election Models

Hi all,

There's a lot of work being done to add new models to Open Civic Data for campaign finance. The models for campaign finance also requires modeling some aspects of elections, so work is also being done on adding the minimum election models necessary for campaign finance purposes -- Election, Contests, Candidacies.
