Position Summary

HHSC is seeking a senior-level Program Manager to lead enterprise Data Analytics, Business Intelligence (BI), Data Warehouse (DW), and AI-driven reporting initiatives. The candidate will act as the bridge between executive leadership, business stakeholders, and technical teams to deliver complex analytics programs that support agency reporting and strategic decision-making.

This role requires strong experience managing large-scale data programs, leading Agile and Waterfall projects, working with BI/DW teams, supporting reporting initiatives, and communicating complex technical concepts to non-technical audiences.

Key Responsibilities

Program & Project Management

  • Lead multiple enterprise analytics and data integration projects simultaneously.
  • Develop project plans, roadmaps, schedules, budgets, and governance processes.
  • Manage Agile sprint planning, epics, user stories, and Scrum ceremonies.
  • Coordinate Scrum of Scrums across multiple development teams.
  • Apply SAFe and hybrid Agile/Waterfall methodologies.

Stakeholder Management

  • Serve as the primary liaison between executive leadership, business units, and technical teams.
  • Gather, analyze, and prioritize business requirements.
  • Translate complex analytics initiatives into clear business language.
  • Present project status, risks, and recommendations to executives and stakeholders.

Data Analytics & Reporting

  • Oversee data extraction, integration, validation, and reporting activities.
  • Support federal, state, and internal reporting requirements.
  • Collaborate with business users and analysts to develop dashboards and visualizations.
  • Ensure data quality, governance, and compliance standards are maintained.

AI & Emerging Technologies

  • Develop AI prompts and reporting templates.
  • Support AI-driven analytics and reporting initiatives.
  • Validate AI-generated outputs and mitigate hallucinations.
  • Promote responsible AI practices and compliance standards.

Training & Data Literacy

  • Lead data literacy and AI adoption initiatives.
  • Conduct training sessions for business and non-technical users.
  • Mentor staff on analytics tools, reporting, and data interpretation.

Required Qualifications

  • 8+ years of Program/Project Management experience in complex Data & Analytics environments.
  • 8+ years translating business requirements into actionable project plans.
  • 8+ years communicating technical concepts to executive and non-technical audiences.
  • 8+ years working with enterprise reporting, analytics, and stakeholder management.
  • Strong presentation, communication, and leadership skills.
  • Experience using PowerPoint, Visio, and project management tools.

Preferred Qualifications

  • 5+ years managing Business Intelligence (BI) and Data Warehouse (DW) initiatives.
  • 5+ years leading Agile, Scrum, SAFe, and hybrid project delivery models.
  • Experience with data governance and data quality frameworks.
  • Experience supporting federal, state, and regulatory reporting requirements.
  • Healthcare, Health & Human Services, or highly regulated industry experience.
  • Experience leading analytics programs within Texas state agencies.
  • Experience developing and delivering data literacy training.
  • Experience with AI governance and responsible AI practices.
