custom link to access OpaVote

i have two separate elections running right now. one is titled TEST and has all the same criteria and the real one (non-Test). There is no custom link available on the TEST but there is on the non-TEST (Provide this link to code voters to allow them to vote.). why is that?

Does that election have code voters configured? You won't see a link for code voters if the election does not have code voters.
