Issues with opt-out voters and voters being asked for codes

I recently ran an election and there were two issues (both of which we were able to work around, but as we were doing a live election, this was a bit of a hassle).
1) Several voters had apparently accidentally unsubscribed previously - they are now listed as opt-out. I couldn't figure out how they could opt back in. I think they thought they were unsubscribing to updates on a particular previous election. I saw in the forum that the solution is to have them email someone, but that only works in advance, not during the election. Is there a way to pre-screen an email list to see who has opted out without starting the election? 
2) Several voters when they clicked on the link in the email they got were taken to a page that asked them to put in a code (even though they weren't code voters). It wasn't the "right" code voter page, even, because when I couldn't solve it quickly, I gave them a code and it didn't work on that page (but did on our code voting page). 
Just trying to figure out how to fix for next time!
