I know people have already downloaded and used the OOSTethys PERL
Server Toolkit but today I finally got around to making an official
release. Minor fixes. The most important of which was fixing the
input parameter for time from time= to eventTime= and using the
proper schemas.opengis.net namespace URLs.

Sorry, but I introduced a bug in the DescribeSensor response with the
PERL SOS server, 0.5.0 release.
I've created a new release 0.5.1 but the only change is in the
sosDescribeSensor.xml template which can just replace the existing XML
template.
It is available here:
