New OOSTethys PERL Toolkit Released

A new version of the OOSTethys PERL SOS Toolkit has been released:

Changes:
This version includes major changes but should work with existing
configuration files and/or customized database query functions.
* Support for the NOAA IOOS DIF 0.6.1 GML schema outputs. new dif*
templates included.
* Support for mapping of IOOS DIF core variables to mulitple atomic
observedProperites or not. If not traditional CF observed Properties
will be used.
* Compliance with the OGC's CITE SOS 1.0.0 Testing suite as described
here: http://cite.opengeospatial.org/betaTesting
* That testing resulted in:
* Improved support for OGC standard Exceptions.
* Greatly improved support for OGC XML POST requests.
* Checks for proper: procedure, featureOfInterest, outputFormat,
responseFormat, srsName.
* These values are parsed from the sosGetCapabilities.xml template.

P.S. re: OGC CITE compliance. The TEAM Engine server is waiting for
additional memory to be installed thus the SOS tests continue to
fail. So there is really no guarantee that this version is fully
compliant. Once the tester if fixed I will be checking an updating
the code if necessary.

A minor bug fix has been made to the toolkit.
