The Java OOSTethys toolkit requires that your data or observation's be
stored in NetCDF files or in a remote THREDDS server.
I've cc'd Luis Bermudez who developed this code. Not sure if he has
time to devote to this but I am somewhat familiar with the tomcat SOS
server.
The configuration file needs to point to either a local NetCDF file or
a THREDDS server using OPenDAP URL. Are you familiar with those file
formats?
There are other OOSTethys toolkits in other languages. Are you
familiar with PERL? The PERL toolkit allows you to server observation
from simple local CSV files.
