That is the central issue of two related series of conferences: AGI (Artificial General Intelligence) and BICA (Biologically Inspired Cognitive Architectures). You can google them for more info, most of which is available for free. I participated in the founding sessions of both, but I doubt that true AGI will be possible within the 21st c. The so-called "singularity" is just wishful (or fearful) thinking:
