I want to buy a bike frame to build a decent road bike but I don't
have a $1000 to spend on a frame as the bicycle stores are quoting me.
Is there a shop on line the someone would know of that sells new or
used 3 or 4 pound frames for an affordable price?

How old are you willing to go? There's a good little shop in kensington
market (Toronto) that has dozens of really nice, older steel frames. Most
are lugged. You should be able to get something for $1-200 bucks.

It's in an alleyway off the West side of Agusta.

You can try the classifieds in www.canadiancyclist.com. Or ebay, of course.
