I am trying to burn-in subtitles for a shorter section of a video, but using the subtitles filter always starts from the beginning of the subtitle stream, not at the specified start time, even when copying from the same video.
Navigate to your video manager, and find the video you want to caption. At the top, select Subtitles and CC. Click Add new subtitles or CC, select your language, and then choose Transcribe and auto-sync.
This method is generally faster because it sets the timing for you, rather than choosing the Create new subtitles or CC option (where you have to set timing yourself). Manually setting timecodes can potentially add 1-2 hours to the closed captioning process.
Write down the offset you want your subtitles to shift. Make sure that the first character is a "+" (adding) or "-" (subtracting). For example, +1.20 means adding 1 second and 200 milliseconds to every timecode.
You may have noticed there are now two buttons in the middle of the screen where there only used to be one: the clock and the wrench. We separated the tools so that now the clock icon holds all of the timing tools, and the wrench icon includes tools related to text and subtitle content.

When ffdshow is decoding a video or audio, its icon will be shown in the notification area. Just right click it and enable Subtitle. You may need to open the configuration to select the appropriate subtitle file, or simply set different rules for MPC and ffdshow to load different subtitles
All timed text assets must be conformed to match the length of the accompanying video prior to delivery to Prime Video. Whenever available, Prime Video prefers to receive captions/SDH (subtitles for the deaf or hard-of-hearing) over subtitles to provide an enhanced viewing experience to customers who are deaf or hard of hearing. Prime Video allows a wide range of timed text formats, some of which don't natively include Frame Rate or Drop/Non-Drop values. In general, if the time code format is in clock time (i.e. hh:mm:ss.sss), Frame Rate or Drop/Non-Drop information isn't required. If it's in a frame-based format (i.e. hh:mm:ss:ff or hh:mm:ss;ff), then you must send both Frame Rate and Drop/Non-Drop information via the file name convention, Prime Video Asset Manifest, or MMC Manifest. Depending on the specification and namespace used (TTML or TTAF) in DFXP, XML, and ITT files, Prime Video uses either the TTML timebase or TTAF timebase (media and SMPTE only) accordingly for parsing.
While Prime Video only supports timed text positioning for Lambda Cap and iTT formats, positioning information should be included when subtitles overlap with onscreen text and graphics. The table below specifies what positioning and styling is supported for each timed text format.

If the acceptance review determines that the request does not qualify as a Pre-Submission or the submission is not complete, FDA staff will obtain concurrence from management of the decision to Refuse to Accept (RTA), and the submitter will receive notification of this decision with the reasons for refusal. The submitter may respond to an RTA notification by submitting additional information to the DCC, which will be logged in as an amendment to the Q-Sub. Upon receipt of the newly submitted information, the review clock will restart at day 0, and FDA staff will conduct the acceptance review again, following the same procedure, within the first 15 days of the restarted review clock. The subsequent acceptance review will assess whether the new information makes the submission complete according to the Acceptance Checklist.
Annex C. Forced content (non-normative) illustrates the use of itts:forcedDisplay in an application in which a single document contains both hard of hearing captions and translated foreign language subtitles, using itts:forcedDisplay to display translation subtitles always, independently of whether the hard of hearing captions are displayed or hidden.
Figure 5 below illustrates the use of forced content, i.e. itts:forcedDisplay and displayForcedOnlyMode. The content with itts:forcedDisplay="true" is the French translation of the "High School" sign. The content with itts:forcedDisplay="false" are French subtitles capturing a voiceover.
When the user selects French as the playback language but does not select French subtitles, displayForcedOnlyMode is set to "true", causing the display of the sign translation, which is useful to any French speaker, but hiding the voiceover subtitles as the voiceover is heard in French.
If the user selects French as the playback language and also selects French subtitles, e.g. if the user is hard-of-hearing, displayForcedOnlyMode is set to "false", causing the display of both the sign translation and the voiceover subtitles.
Guideline 1.1 of [WCAG20] recommends that an implementation provide Text Alternatives for all non-text content. In the context of this specification, this Text Alternative is intended primarily to support users of the subtitles who cannot see images. Since the images of an Image Profile Document Instance usually represent subtitle or caption text, the guidelines for authoring text equivalent strings given at Images of text of [HTML5] are appropriate.
The outermost element is the Timed Text, or element. The other elements are nested between the and tags, which mark the beginning and end of the element. The element is optional. It contains information about styles, layouts, and document metadata. The element contains the actual subtitles/captions. Each of these elements is discussed in more detail below.

Times can be expressed either in clock-time format or offset-time format. In either case, they are offsets that are typically relative to the beginning of the video (time zero). Clock-time format can be expressed in one of the following ways:
Traditionally, the location in which captions/subtitles were displayed was left up to the device or software rendering them, and they were generally displayed at the bottom of the screen. However, as technology and capabilities evolved, it became possible to specify the location of subtitles on a case-by-case basis. This is useful to avoid the scenario where subtitles are written on top of text at the bottom of the screen that was part of the video. Positioning can also be used to place captions near the corresponding speaker, so that hard of hearing viewers can identify who is speaking.
TTML includes the capability to animate subtitles. This is accomplished by specifying discrete changes to one or more style parameter, applied at a particular time interval over a finite duration. An example of how this feature could be used is to color the words of karaoke captions in sync with the music to show which words should be sung at which times.
When creating a new set of captions, the current system locale is used to create the initial language, i.e. "English (United States)". When importing an existing file, add the language that matches the captions being imported. For example, when importing a SubRip (.srt) file containing German language subtitles, store those captions as "German".
