Product:  OSS-Kit-Exp-8000-2m (PCIe x8 Gen 2 Expansion kit)

HIB25 is re-driver based.

    Will the two old OSS-PCIE-HIB25-x8 cards (target ad host card) work OK with the OSS 2slot backplane?

Answer: YES    
 

    Should the CBL and EDGE LEDs be ON when there's a linked between target and host?

Answer: The LEDs are looking for a signal.  If a signal is present, the LED will turn on.  Yes
 

    What if it is only CBL that is ON and EDGE is OFF? What does it mean?  What is the fix?

Answer:  If this is on the target side.  This means that the motherboard side is looking for a  device, so a signal is present.  Since there is no response back from an un-populated slot, there is no signal to drive to the card edge.
