Suggestion:

Create a new option alongside “Show rename suggestions popup” — something like “Confirm rename if file is in use” — so that when a file is locked by another program or by the operating system, the user can choose to close the blocking program and then confirm the rename operation, or simply respond “No” and cancel the rename.

This would work similarly to the popup “File is in use by... Retry Operation [Y | N]”, which currently appears only when the “Show rename suggestions popup” option is enabled.

The issue is that I prefer not to keep that existing option enabled, because unwanted things can happen to the filename (such as all special characters disappearing) if I accidentally use or press the down arrow key. I would only enable that option to have the retry popup appear when the file is in use — otherwise, after taking the time to carefully type a new name, if the file happens to be locked, I would simply lose all that effort and the newly crafted name.

Try unchecking the option in Advanced settings to rename through explorer dialogs and select workaround 2
