Can't open with 2 panels in specific locations

I've created a Windows shortcut with this as the command line:

"C:\Program Files\OneCommander\OneCommander.exe" -p "c:\" -p2 "z:\"

but I can't get it to work.  Program always opens to whatever is set the Other tab of settings and I can't seem to disable or override that.  Using OneCommander v3.107.2.0

V3 can take only a single argument. V4 has a more flexible command line system to support that but that is still work in progress
