[Issue] Cannot use default player to play mp4 files

I've set to open mp4 files with "PotPlayer" by default, but they will only open with "Films and TV"

OC uses default file associations, unless you run it as Admin. Right-click on file, open with, select PotPlayer, and "Always use". Program restart shouldn't be needed, but you can close it from system tray and reopen, just in case if it still not opening

I already selected "Always use" and it works with windows' file explorer, but in OC, it will only open with windows' Films and TV. I also tried to run OC as admin but it can't' be fixed.

Did you do  Open With/Choose Another App/Select/"Always use" from OC (Must not be run as admin)? Try different player like VLC to test. 

Try deleting .mp4 key from registry Computer\HKEY_CLASSES_ROOT\.mp4

OC just tells Windows to open file and gives it path, it doesn't tell which program, so it is up to Windows to choose program.

Yes, I did, but  it only works with windows' file explorer

That one is on Windows as OC doesn't have influence over the program choice. Try setting another program as default and then back to the desired one. And try the suggested registry change. You may need to restart OC between changes
