OneCommander used to start up with the two tabs populated with the last used folders. Now both always open in the user folder. In Settings, under Other, it is set to "Restore last used tabs" but it doesn't. I have changed that setting to a fixed path, noted the change, and then reset it to Restore but it still fails to restore and defaults to the user folder

Only named windows save tabs between sessions. Create a new window, give it a name, close any other windows, open some tabs in that new named window, close program and reopen and you should see the same tabs

Hi.
I also have this issue and created a named window to see if the issue is resolved.
Between restarts of the program the tabs are restored, but when PC is rebooted the memory is lost and it opens %USERPROFILE% in both columns.

Make sure you never click "shutdown anyway" if OC shows during shutdown in the list of "this program is preventing shutdown" as that is when OC is saving settings.
Otherwise this is not reproducible so additional effort to find cause isn't justified, especially since V4 has a different way of saving windows between sessions so this might already work on your PC
