Paste from background menu

What does this option do in OC? I searched everywhere but I failed to find any description about it.

File Explorer makes it different whether you right-click on folder, or you enter a folder and right-click on empty space. The second one is that option. It shouldn't make a difference, but some cloud syncing software that injects into shell can't paste if you right-click on a folder (I forgot what was the name of it), so I added that option
